A long standing bug - apparently the 32nd and 64th beams have never
been exercised properly. The quanting code tries to avoid certain
left/right configuration if beam endings end up centered in the
space. The demerit for this situation completely overshadowed the
demerits for the long stem. I've tuned it down in 1.9 CVS.
