TeX escapes don't work

I get

        (/usr/share/texmf/tex/latex/base/latin1.def))
        No file f.aux.

for the first line,

and slightly offset characters for the second line, which can be 
kludged up using

  inputencoding = "TeX"

What precisely is the problem?
