I do not consider it a bug, since a bug is a difference between documented and
actual behaviour. However it is a highly relevant feature request, actually
we have had a similar discussion some week ago on the lilypond-devel
mailinglist (search for lyricSkip in the archives).

You can always do
\repeat "unfold" 30 \skip 1
