Final double barline only shows on first staff if Timing_engraver moved to Staff

Remove the \layout block and the above works as expected.

I can kinda understand it only showing on the *last* staff, as this is where 
it's
specified, but the last?  Adding \bar "|." to the other staves doesn't help.
