This is what it used to be, and it annoyed us that we had to type " c' " all the time for no obvious reason. If there were a clean way in which we could also make \relative the default, we'd do it in a heartbeat. Regarding the default: I agree that c has a nice theoretical rationale, otoh, middle C isn't middle for nothing, so it is a good default as well.
