Tie / Time Signature collisions

Hello everybody,

I assume this is a known bug, but I wasn't able to find it in the
archives nor on google tracker.

I've always seen such collisions occur, since my very first lilypond
installation (version 1.7 back then!). I guess the tie placement is
particularly painful to code. However, I thought it might be
convenient to mention it nevertheless.

        b'2 b'~ \time 3/4 b' r4
}
