You send the email here; every so often, I read the reports and
decide if there is sufficient information to move them into the
tracker.

The gmane group and the email list are the same thing -- the gmane
is just another way to interact with the email list.

An attachment to an email is fine.  I'm not certain if this is
possible with gmane; I've never looked at it.
