The translation infrastructure for the new website (as defined in CG 5.2
Uploading and security, i.e. we can't use the normal build system) is
non-existent.  This definitely needs to be done before 2.14.

Optimistically, it might just be 2 hours from John and me; pessimistically,
I'm scheduling a week for this.
