Documentation/notation/changing-defaults.itely line 1470:

(also happens with @subsection The @code{\set} command
Now, I personally think we shouldn't use any special formatting in section
names, so I don't particularly care... but if we *are* going to use special
formatting, and if we *are* going to refer to those specially-formatted
names in external manuals, then we should do it right.
Frogs: 30 minutes. Look at scripts/build/extract_texi_filenames.py
("30 minutes" assumes that you are familiar with python)
