I've mentioned it, but I could never remember whether the problem
was in pdf or html, and I've never sat down to create a minimal

I'm a bit hesitant to enshrine this as part of our doc policy.
The best solution is to make a minimal example, test it with the
latest texi2html, and report the bug to them if it's still there.
Granted, this won't help with 2.14 (since our dependencies are
frozen), but it *would* help for 2.16.
