Use
\paper { ragged-last-bottom = ##f }
so you don't have to change the syntax.
To all interested, try staff-affinity = #CENTER for Lyrics, and consider if
it should be default, or at least describe your desires for lyrics
placement,
given that (other) users asked joe to make systems stretch to use the
available vertical space, and he complied with their wishes.
