Well, gub is the program that cross-compiles to create binaries for all the various platforms (http://lilypond.org/gub/) but "latest official GUB version" is intended to mean the particular output of gub that gets released as precompiled binaries available at lilypond.org. I remember there was some confusion on this in relation to http://code.google.com/p/lilypond/issues/detail?id=1525 In the past, the lilypond project has tested with a released binary before marking an issue as Verified, and that fits the usual meaning of the term. Verify means checking that we really finished doing what we thought we did. We don't know for sure that a fix is done until the pre-compiled binaries at lilypond.org contain that fix.
