Anybody can add a new tag; only admins can make a "registered" tag.  The  
difference is whether it's displayed with green text or brown.  Other than  
that, yes, there's a few other things that admins can do that normal users  
can't.

But in terms of daily development work, there's nothing that an admin can  
do that a project member can't.
