You’ll find many files in the lily distribution which carry an older
version statement, since there was no update (and needn’t have been).
This is surprising at first, but intentional, I think.
If someone installs LilyPond for the first time, the file will be
processed with the recent version anyway, regardless of the version
statement (only if the program is older than the version stated in the
file will there be a warning). And if he only updates LilyPond, he won’t
be interested in the welcome file.
So, nothing to worry, I think.
