From the Contributor Guide:

Type-Critical: normally a regression against the current stable version 
or the previous stable version. Alternatively, a regression against a 
fix developed for the current version. This does not apply where the 
“regression” occurred because a feature was removed deliberately - this 
is not a bug.

Currently, only Critical items will block a stable release.

So as I see it unless this behaviour is worse/different compared to 
earlier released versions *across those same platforms* - i.e. the 
behaviour is the not same as it has always been *across those same 
platforms* then it is not critical. Just very annoying, as are all bugs.
