I just realized that this use was not intended: The scaling of bar lines is explicitely intended, as one can see by looking at the regtest magnifyStaff-bar-lines.ly.
But then I have to ask what this function is used for. If you don’t need differently-sized staves, why not just use set-global-staff-size or layout-set-staff-size?
