the error message says you have an m4, but not the GNU version of it,
which is required for bison and autoconf.
Perhaps you have a BSD version of m4.
Please get and install GNU m4. The tarball is at
http://ftp.gnu.org/gnu/m4/m4-1.4.2.tar.gz
ftp://ftp.gnu.org/gnu/m4/m4-1.4.2.tar.gz
I guess that the BSD ports system might have a support for GNU m4, try to
search for it.
