ACK.

Looking at the makefiles I can't find the rules to rune gendoc.sh that
I could have sworn I had written for the 1.4 tree.  I must have run them
manually to update http://www.gnu.org/software/m4/manual/index.html with
the last m4 stable releases.  My bad.

I've added capturing this stuff into a Makefile.maint (along with looking
at this issue again) to my TODO list.
