Would it be worth making m4 exit with status 63 if the user requested -R
on a frozen file with a newer version than what it can support? This is
the same exit code used by `missing' to indicate version mismatch. It
might also help people who play with CVS head, create a frozen file, and
then revert to the 1.4.x branch realize why reloading is failing.
