Pretty much correct; it was the first bug fixed in CVS post 1.4.5.

SunOS 4.1.4 is a dead platform - gnulib no longer goes out of its way to
support it, because Sun has declared it to be end of life. Having said that,
if you are willing to provide portability patches rather than just bug reports,
I will consider applying them.
