You may be better off asking around in a mailing list dedicated to MacOS;
I personally don't have access to it so I am not the best source of
answers.  But you are correct, the current symptoms show that you do not
have a C compiler currently installed.

You may also want to look more closely at the generated config.log file,
to see what configure tried (and failed) while searching for your C compiler.
