m4 doc @dircategory

Our theory for the Info doc system is to follow the Free Software
Directory (http://gnu.org/directory) in terms of categories.  "Text
creation and manipulation" was the most fitting for m4 that I could see,
though if you think somewhere else is better, of course that's fine.
... here's the trivial patch.
