That only covers the master branch, where I intentionally haven't done
much in the front of maint.mk maintenance, because it is so far from being
release quality anyway. More important is figuring out m4's branch-1.6,
where maint.mk is much more complex, and moving it to cfg.mk isn't
necessarily the right approach. Coreutils seems like it may be the better
project to drive this effort of trying to merge its maint.mk with gnulib,
in order to provide a single maint.mk file useful across multiple projects.
