That should be flagged as a bug, even if __CONCAT_U__ is declared. Why?
Because uint8_t promotes to int, not unsigned int.

Likewise (unless int is 16 bits).

The .m4 test needs to be beefed up to detect that the platform's stdint.h
is buggy.
