bug with M4-1.4.18

when I configured with

./configure --prefix=/usr \
 --host=$BulgarianOS_Target \ 
--target=$BulgarianOS_Target \ 
--build=$(build-aux/config.guess)

why is "x86_64-linux-gnu" when i configured with
--target=$BulgarianOS_Target = x86_64-bulgarianos-linux
