Follow-up Comment #4, bug #63347 (project make):

Yes, that's annoying.  The problem is that MAKEFLAGS is not fully defined
until after all the makefiles are parsed.  I remember I changed that as a test
last year and something didn't work right, but I can't remember now what it
was.  Looks like this needs to be re-investigated.
