I don't use debian, but for my system it means installing not only libglib1.2
but also libglib1.2-devel.
If I'm correct that means installing libglib1.2-dev under debian. Not sure how
to do this, maybe this pages from the debian project might help:
http://www.debian.org/doc/manuals/apt-howto/ch-apt-get.en.html#s-install
http://packages.debian.org/cgi-bin/search_packages.pl?searchon=names&keywords=libglib1.2-dev
This happens because you are compiling GNU MDK, if you where to install an
binary of GNU MDK it would be enough for you to just have libglib1.2.
There is a binary for debian on this link:
http://packages.debian.org/stable/otherosfs/mdk.html

Pieter
=================== BUG #5521: FULL BUG SNAPSHOT ===================
Submitted by: aleix Project: GNU MIX Development Kit
Submitted on: Tue 09/23/2003 at 22:13
Category: None Severity: 5 - Major
Bug Group: None Resolution: None
Assigned to: None Status: Open
Summary: glib configure error
Original Submission: system: Debian GNU/Linux unstable
autoconf 2.54
automake 1.7.7
libglib 1.2.10
when running ./configure the following error appears (it might be a problem of
the current versions).
---------
checking for glib-config... /usr/bin/glib-config
checking for GLIB - version >= 1.2.0... no
*** Could not run GLIB test program, checking why...
*** The test program failed to compile or link. See the file config.log for the
*** exact error that occured. This usually means GLIB was incorrectly installed
*** or that you have moved GLIB since it was installed. In the latter case, you
*** may want to edit the glib-config script: /usr/bin/glib-config
configure: error: Cannot find GLIB
