If OpenVMS had a workable POSIX interface, that would help. but it doesn't
(never did: the "POSIX" interface it did have lacked usable terminal I/O
and it's been unsupported for a while).
OpenVMS has a workable BSD-style curses implementation. Getting ncurses
to build/work on VMS would take at least a month's work (I can tell you
how, but I don't have the time - machine or hours - to do it myself).
