That was your problem, then.  You need to tell it what CC to use
for build-time-only stuff, either like this:
./configure --host=arm-linux --build=i686-linux BUILD_CC=gcc
or like this:
./configure --host=arm-linux --build=i686-linux --with-build-cc=gcc
