missing DESTDIR while installing ncurses5-config

Hi folks,

I already tried to update ncurses-5.5 to latest patchlevel(20061014)
and I discovered a small bug.
While trying to install the introduced ncurses5-config script our
Buildkit (OpenSDE - Open System Development Environment) reported a
problem because ncurses5-config wanted to be installed outside of the
sandbox.
While checking 'misc/Makefile.in' I found that there is a missing
$(DESTDIR) in front of $(bindir).

Attached to this mail is the patch that fixes the problem.
