Yes, ncurses is a special case.
Sorry to bother you unnecessarily.
tack (which is associated with ncurses, though not part of it) is
GPL-licensed, and according to the comments is copyright FSF. Some files
are marked as copyright 1991 and 1997, some 1997 (which puzzles me, since
my understanding is that Daniel Weaver sent paperwork to FSF for this
program in late 1997).
Assuming the comments are correct, they also cite GPL version 2 "or
later". Daniel Weaver (original author) may wish to comment on all of
this, of
course.
