But then the "only" way to go if you're building a later version of ncurses for use with cross-compiling than is installed on the system would be to first construct a tic that can support the install, and put that before the system's tic in your $PATH. That's also needed for instance, if you were building using the --with-fallbacks configure option.
(I should have added a paragraph in INSTALL talking about the use of tic in this way, but it's very rare for anyone to mention that they've read it ;-)
