When configuring with "--with-pkg-config-libdir=/no/such/directory",
pkg-config support is disabled. This is a problem for the Debian build,
since we need to install the .pc files into a directory that might not
exist on the build system.
Would it be possible to disable the check for $PKG_CONFIG_LIBDIR's
existence in CF_ENABLE_PC_FILES?
