sure: Gentoo is free (in the sense that there's little that I can do about
it) to modify ncurses, and pass bug reports to me. About all that I can do
is to advise where the problem lies, and thereafter ignore people who refuse
to fix the actual problem.
Here's a similar report, with essentially the same cause (a packager deciding
to be creative in their packaging of ncurses):
