[PATCH] add focus in/out to foot

The comment states that focus in/out events are not supported. It 
is for sure supported in 1.14.0 (the latest release), and _should_ 
have been supported in 1.8.2 as well (the version tested/used when 
foot’s terminfo was added to ncurses). Thus, if there were issues 
verifying it in 1.8.2, the same issues may pop up again. If so, 
please elaborate on the exact issues you encounter.
