[Oleo] Proposed upgrade of the home page

Hello,

I am a member of the gnu.org French translation team [0], and also try
to update obsolete features in web pages to make future style
improvement easier. The home page of Oleo [1] has the old kind of
translation list at the bottom of the page; I propose to upgrade it to
boilerplate 1.79 [2]. This would give the opportunity to finish up
its conversion to XHTML. A diff is attached.
