GNU Parallel Bug Reports Parallel lost the ability to read the number of CPUs

I upgraded to the latest version, and it did not fix anything.

My box has 16 cores, and I can see that with top and also with /cat /proc/cpuinfo

but if I run parallel with -j-4, it fails, and if I run parallel with -j+0 I see

Computers / CPU cores / Max jobs to run
1:local / 2 / 2

so the issue is it is reading the number of cores wrong. 

Any idea?
