Yes, sort of. Although Debian would probably claim it is not a problem
but a feature.

There are various possible ways to work around it. One is to put
"/usr/local/lib" in your /etc/ld.so.conf file. Another is to configure
with --prefix=/usr Yet another is to set the LD_LIBRARY_PATH prefix.
or should the README-dev?? contain a caveat about using the Debian
packages for gnupg, etc.?
I guess it could. But it's not really reasonable to expect recutils
to document every quirk of every operating system the user might happen
to be using. Instead, one normally assumes that the user is familiar
with their own OS - or at least if not, then the OS supplier will
support them.
