a problem with suid + chroot + bash

Subject: a problem with suid + chroot + bash

When using a command such as "chroot . bash --login", it will not source 
/etc/profile if the chroot binary is suid root (chmod +s `which chroot`).  I 
find this behavior quite strange, though perhaps there is a reason for it.
