This file is not copied into the GNU make source control repo.
The GNU make "build from Git" process will automatically download the
current latest versions of these files (also translation files,
fdl.texi, texinfo,tex, config.guess, etc.) every time GNU make is set up
from Git.
So in short, yes, this change will automatically be included in the next
release.
