We should not cease distributing historical information in releases.
Not everyone has online access to a repository.
If we stop manually maintaining ChangeLog files because version
control systems provide information just as good, we should include
that information instead of the ChangeLog files. This should be easy
to do, so there is no excuse for omitting it.
