I recently ran into an ftp upload issue with a GNU maintainer. They
tried to upload a signed version of their package, but it wasn't a
detached signature, so the script failed to upload the file.

While the maintainer should have gotten the email and figured it out
(although the email was apparently not actually sent), it could be
helpful if the instructions for uploading to ftp.gnu.org were clarified
a bit.

What do you think about making a change to that page similar to the
following?:

from:

---
foo-1.0.tar.gz
foo-1.0.tar.gz.sig
foo-1.0.tar.gz.directive.asc

to the host ftp-upload.gnu.org, directory /incoming/ftp (for official
releases), or the directory /incoming/alpha (for test releases).
---

to:

---
foo-1.0.tar.gz
foo-1.0.tar.gz.sig
foo-1.0.tar.gz.directive.asc

to the host ftp-upload.gnu.org, directory /incoming/ftp (for official
releases), or the directory /incoming/alpha (for test releases).

foo-1.0.tar.gz.sig should contain a detached signature of the
foo-1.0.tar.gz file.
