seperately by people who don't stop to consider copyright issues.
That is why the copyright notice and the licence notice must be
contained within each and every (non trivial) file.

It is not wise to make automatic beginning each year with inserting a
new copyright year.
I'm not sure about this, but I think it has been discussed and lawyers
have been consulted. Their opinion is that renewing the copyright date
each year does not do any harm.
