On https://www.gnu.org/prep/standards/html_node/Standard-Targets.html a TAGS Makefile target is recommended but not much is said about it. I guess it's for "etags" (vs. ctags) and so guessed the Bash developers: https://git.savannah.gnu.org/cgit/bash.git/tree/Makefile.in#n823 But a few words on that taget would be nice to have.
