[Bug-stow] [Stow] Proposed upgrade of the home page

Hello,

I am a member of the gnu.org French translation team [0], and also try
to update obsolete features in web pages to make future style
improvement easier. The home page of Stow [1] has a translation list
(currently suppressed) below the navigation bar. I propose to upgrade
the page to the latest boilerplate [2]. This would give the opportunity
to fix minor XHTML errors, and to add the FSF as one of the copyright
holders.

A diff is attached. If you agree with the proposed changes but don't
have time to commit them to CVS, I will gladly do it, with any further
modifications you specify.
