Is this macro used only for the TeX output? I don't think it would be
legally valid as the copyright for the source file itself.
FWIW, Texinfo 4.2 has a new command @copying to define the copyright line and
copying permissions just once and have it propagate to all the necessary
places. There are explanations and examples in the manual, for instance
