I guess the problem with the output is that it is not clear which
version of HTML the document is using. I have checked the texinfo.html
file with the validator and it is neither HTML 2.0 nor HTML 3.2.
WIth HTML 4.01 Transitional for texinfo.html I get only 4 errors.

So makeinfo --html already produces HTML4 (definitely not html2 or
html3, there are so many failures that I can't believe it.
I don't know about old browsers and wether they can display HTML4, but
maybe it would be indeed a good idea to add a doctype.
