deficiencies seems pretty undesirable to me.

Eli, groff has a bunch of #!/usr/bin/env perl scripts.
What does mingw do with them?

(vc-dwim also uses #!/usr/bin/env, but maybe that little package
simply hasn't come up in the mingw world.)
