Actually, it is good practice to check against from time to time to
check if the documents are still valid after adding
functionalities/commands.  So it may make sense to set the doctype to
be able to check validity, even with older formats.

That being said, I am still in favor of using the latest doctype that
texi2any output is compatible with.
