I sent a mail to tldistro to get information on cm-super being installed
or not in other distros. Hopefully, this should help us know to what
extent having cm-super installed for minimal/default TeX/LaTeX installs
is likely.  I also checked a Red Hat 8 derivative distro and it looks
like cm-super will always be installed.

This could be the best for the packages that are always loaded in the
generated LaTeX preamble, but many packages are only loaded if needed.
For example, for @cartouche, the mdframed LaTeX package is used, but
the \usepackage{mdframed} line is only output if there is a @cartouche
in the Texinfo document converted to LaTeX.
